The old adage that “defense wins championships” simply has not held true over the past several years. Season by season, offensive production continues to reign king. Elite talents at quarterback, such as Josh Allen, Patrick Mahomes, Jalen Hurts and Joe Burrow, are as clear predictors of team success as any.

The teams fortunate enough to have these talents are essentially locks for a list such as this, but who rounds out a top-10 ranking? Obviously, variables such as play calling, supporting casts and injury luck will play a role in deciding how the top offenses shake out, but theorizing these perfect-world scenarios can be beneficial for setting expectations for your favorite players or teams.

We’ll use PFF’s projections to analyze and make calculated hypotheses for what the top 10 offenses in the NFL might look like this season.

1. Buffalo Bills

Topping the projections for 2023 is the Buffalo Bills, who finished fourth in total offense last season. Josh Allen is one of the elite dual-threat quarterbacks in the league. His projected 4,382 passing yards ranks second and his 675 projected rushing yards place fourth among quarterbacks. He has surpassed the latter number in each of the past two seasons.

The run game has been a bit of an afterthought for Buffalo, but the duo of James Cook (5.7 yards per carry in 2022) and Damien Harris has the talent to make the Bills' attack more balanced and take some pressure off Allen. While Stefon Diggs (five straight 1,000-yard seasons) is a reliable stalwart, the Bills will need someone to step up between veteran Gabe Davis and rookie tight end Dalton Kincaid as a true No. 2 option.
