Palmer no longer has to worry about Allen or Williams being ahead of him on the depth chart. Allen was traded to the Chicago Bears, and Williams signed with the New York Jets, in part so the Chargers could create salary-cap space. The main reason to think Palmer can go from a fantasy backup to a fantasy starter this season is an increased target rate without those two receivers.

The concern is that new offensive coordinator Greg Roman prefers to run the ball and doesn’t use as many three-receiver sets as most teams. The wide receiver target rate isn’t a huge concern, because Roman's Ravens had Mark Andrews and this Chargers team does not, but Roman did bring former Baltimore running backs Gus Edwards and J.K. Dobbins with him. Palmer averaged at least 34 routes per game in each of the past two seasons, and that’s unlikely to continue in Roman’s offense, even if he’s rarely leaving the field.

Palmer has never consistently been a fantasy starting wide receiver and hasn’t had big-game potential, but he could lead the Chargers in targets this season, which would likely make him a fantasy starter in more weeks than not. It’s also possible a different Chargers receiver will emerge as the top option.
