We’re continuing our run through the most valuable NFL teams from a fantasy football perspective with teams Nos. 28-25. These rankings are based on our own 2016 player projections. The series assumes a 12-team PPR league with a starting lineup of one quarterback, two running backs, two wide receivers, one tight end and one flex position. Kickers and D/STs are not accounted for.

No. 28: Tennessee Titans
The Tennessee Titans have one of the most intriguing young quarterbacks in fantasy football in Marcus Mariota, but he’s not enough to lift the Titans from the doldrums of the rankings. Tennessee checks in at No. 28 on the 2016 fantasy power rankings. The Titans ranked 26th last season and 15th in 2014.
The Titans offer fantasy owners 42 percent less value than the average NFL team. They rank 15th at quarterback and seventh at the tight end position — both respectable rankings. However, the reason the Titans rank so low overall is that they offer the No. 30 backfield and the No. 30 wide receiving group from a fantasy perspective.
As noted above, Mariota is one of the most promising young quarterbacks in fantasy. He started his rookie season with eight passing touchdowns in his first three games. In 12 total outings, he registered six games with multiple passing touchdowns, including two with four touchdowns and two with three.
